Mission-Oriented Economy Programme
A new direction for local economies in the Eastern Partnership region
The M4EG’s Mission-Oriented Economy Programme supports selected cities across Eastern Partnership countries in designing and implementing interconnected interventions through cross-sectoral portfolios fostering innovation, collaboration, and investment readiness to drive sustainable local economic growth.
What is a Mission-Oriented Economy and approach?
Mission-Oriented Economy, championed by economist Professor Mariana Mazzucato, presents a thinking paradigm shift within a local economy where governments take a more active and strategic role in driving economic development through targeted missions. At the core of this approach is the idea that governments should not merely regulate markets or fix market failures but take risks and invest in areas that have the potential to address big societal challenges.
A Mission-Oriented Approach, begins by identifying the most pressing societal challenges that require system-wide transformation before breaking them down into manageable policy pathways. Governments can organize production, distribution, and consumption patterns across various sectors to deliver on these priorities.
Why missions?
Missions help to direct a local economy to achieve cross-sectoral, economy-wide goals.2 They are about transforming government from within and strengthening its systems, while giving the economy a new direction
