The Mayors for Economic Growth (M4EG) Facility, a joint initiative of the EU and UNDP, invites local actors to reimagine urban and local spaces for transformative change and future-readiness. The EU-funded M4EG initiative was launched in 2017 for local authorities in the Eastern Partnership (EaP) region.
M4EG phase II (2021–2024) adopted a dual engagement strategy – “Broad” and “Deep” – to foster inclusive local growth and build vibrant communities.
Broad
The “Broad” engagement offered all members access to regional networking and learning opportunities. A key feature developed was the Urban Learning Centre – a free online platform providing a curated selection of educational resources tailored to introduce learners to the trends and ideas shaping municipal development.
Deep
The “Deep” engagement targeted frontrunner municipalities testing innovative tools and approaches, supported by seed funding and learning journeys. Nearly 50 municipalities have implemented over 60 grant-funded projects for innovative economic and urban development.
Phase III
M4EG Phase III (2025–2028) focuses on supporting inclusive, green, and innovative economic revival in secondary cities across the EaP. This includes advancing systemic local economic planning, expanding access to finance, strengthening future-ready capabilities, and deepening local, regional, and global networks.
The initiative operates through multiple streams of work to drive ongoing transformation in participating municipalities.
